A charity raffle, not a sweepstakes

This is a Florida charity drawing held under F.S. 849.0935. Two parts of that statute change the maths. Subsection (4)(b) makes it unlawful to require a payment or donation to enter — the free route is compelled, not a courtesy. Subsection (4)(d) makes it unlawful to “discriminate in any manner between entrants who gave contributions to the organization and those who did not,” so a mailed-for ticket and a bought ticket are the same chance.

Note: the rules describe Warrior Beach Retreat as "a non-profit organization under the laws of the State of Florida" without naming a 501(c)(3) determination, so the F.S. 849.0935 protections are inferred from the free-entry clause the rules do carry, not from a stated exemption.
