A charity raffle, not a sweepstakes

This is a Florida charity drawing held under F.S. 849.0935. Two parts of that statute change the maths. Subsection (4)(b) makes it unlawful to require a payment or donation to enter — the free route is compelled, not a courtesy. Subsection (4)(d) makes it unlawful to “discriminate in any manner between entrants who gave contributions to the organization and those who did not,” so a mailed-for ticket and a bought ticket are the same chance. The organiser caps entries at 10 per person, and that cap binds the largest buyer in the pool exactly as tightly as it binds you.

10 tickets per person, per raffle. One request letter per raffle.

Disqualification risks

Two mailings, not one: request the tickets, then mail the completed tickets back.
One letter PER raffle — a single letter cannot cover two raffles.
Returned tickets must be ONE per envelope; 10 tickets means 10 stamped envelopes.
Budget the round trip. Allow ~2 weeks between mailing the request and the drawing.

Timing. Free and bought tickets are legally the same chance (F.S. 849.0935(4)(d)), and nobody may hold more than 10 (849.0935(5)). A full 10-ticket allocation costs about 12 stamps and puts you level with the largest holder in the pool.
